Restorative Justice: Restoring Dignity through Rehabilitation

Restorative Justice is a tool that is being used by our equipped social workers in healing the relationships between crime offenders, victims, and community in general. It prioritizes the restoration of dignity and inherent worth for all individuals involved – victims, offenders, and the wider community – by emphasizing healing, rehabilitation, and reconciliation.

We do this by incorporating the three interrelated methods of social work: casework, groupwork, and community organizing.

 

Caritas RJ is a holistic, three-phase initiative promoting healing, rehabilitation, and reintegration for both offenders and victims.

The Preventive Phase targets out-of-school youth, addressing root causes of delinquency. By offering skills training and values formation, the program empowers young people to become responsible and productive citizens—helping break the cycle of crime before it starts.

In the Proper and Post Phases, the program supports Persons Deprived of Liberty (PDLs) and their families. In 2024, it reached 807 individuals and 154 families. Services include personalized case management, paralegal support, values formation, and essential health care—all designed to uphold dignity and support personal growth.

To ensure successful reintegration, the program also tackles the stigma of incarceration. Through livelihood training and job referrals, it equips PDLs with the tools to rebuild their lives and rejoin society with purpose.

This compassionate, restorative approach reflects Caritas Manila’s belief that justice is not only about punishment—but about restoring individuals and healing communities.

Kilos Kabataan Labanan ang Kriminalidad (KKK Project)

The KKK Project is a crime prevention program aimed at helping Out-of-School Youths (OSYs). It seeks to address the root causes of juvenile delinquency—such as poverty, lack of education, and limited opportunities. KKK helps break the cycle of crime before it begins.

A donation of P10,000 provides year-round services for 1 PDL and his/her family.

A donation of ₱10,000 covers a full year of support for 1 PDL including: values formation, paralegal assistance, health services, and livelihood training.

Livelihood Assistance to Persons Restored of Liberty (PRLs)

Through our partner institutions and donors, we provide PRLs with livelihood assistance, giving them a chance to start anew.

Sanlakbay

Sanlakbay (Isang Paglalakbay) Tungo sa Pagbabago ng Buhay” is a drug rehabilitation and restoration program under the Archdiocese of Manila that aims to reach out to drug surrenderers and their families. 

Sanlakbay is a spiritual-psychosocial program approach in the journey of drug dependents and families towards healing, restoration, and recovery.

 

Answer to the War-on-Drugs Campaign

As soon as Former President Rodrigo Duterte took office in 2016 and declared his campaign called “Oplan: Tokhang”, the Archdiocese of Manila (RCAM) and Caritas Manila, through the Restorative Justice Ministry under the servant leadership of Rev. Fr. Roberto Dela Cruz, took their stand to help former drug dependents recover physically, mentally, and spiritually.
